Richard W. Starke, P.G.
Mr. Richard W. Starke, P.G. is a project manager with over 15 years of professional experience in the environmental industry. He is a licensed Professional Geologist in Pennsylvania and a licensed Subsurface Evaluator in New Jersey. Mr. Starke received his B.S. degree in Geology from the University of Delaware in 2003. He has extensive experience working with and interpreting New Jersey and Pennsylvania regulations.
As a geologist and project manager, Mr. Starke has performed or managed numerous multi-media environmental investigations throughout Pennsylvania and New Jersey under PADEP’s Land Recycling and Environmental Remediation Standards Act (Act 2) and NJDEP’s Site Remediation Reform Act (SRRA). Mr. Starke has also performed investigation and remedial activities under the Industrial Site Recovery Act (ISRA), USEPA’s Toxic Substance Control Act (TSCA), and NJDEP’s Unregulated Underground Storage Tank (UHOT) program. He has managed and performed Preliminary Assessments, Phase I Environmental Site Assessments, Phase II soil and groundwater investigations, residential and commercial UST closures, and related technical report preparation.
Mr. Starke has extensive experience managing, investigating, and remediating liquid and dissolved phase petroleum-impacted soil and groundwater. He also has extensive experience developing site-specific soil remediation standards. He has managed and designed multiple institutional and engineering controls including classification exception areas, caps, and deed restrictions.← Back to Staff
